Parliament Special Session Likely This Month Over Delimitation, Women’s Reservation Bills
The Centre may convene a special session of Parliament this month to pass constitutional amendments related to delimitation and women’s reservation, according to government sources.
The Centre may call a special session of Parliament later this month to discuss and pass constitutional amendment bills concerning delimitation and women’s reservation, according to reports citing government sources. However, the government has not yet officially announced the dates or confirmed that the session will take place.
Sources suggest that the government believes it has sufficient numbers to secure passage of the proposed legislation. It is also reportedly reaching out to some smaller opposition parties in an effort to build broader political support for the bills.
Government Reaches Out to Opposition Parties
According to the reports, discussions are taking place not only with parties supporting the government but also with some smaller opposition groups.
The outreach is seen as an attempt to build political consensus on two important issues: delimitation, which concerns the redrawing of electoral constituency boundaries, and the implementation of women’s reservation in legislative bodies.
The passage of constitutional amendment bills requires a special majority in Parliament. Depending on the provisions involved, additional constitutional requirements may also apply. Therefore, the government’s reported assessment of its numbers will be a key factor in determining whether the proposed legislation can pass.
Monsoon Session Has Not Been Prorogued
Another factor fuelling speculation about a possible special session is that the Monsoon Session has reportedly not been formally prorogued.
Prorogation formally ends a parliamentary session. The government’s decision on when to prorogue a session can affect parliamentary scheduling, although the absence of prorogation alone does not confirm that a special sitting has been planned.
The government has yet to issue an official announcement confirming the proposed session.
Dates May Depend on BRICS Parliamentary Forum
Sources indicate that the proposed dates may be decided in view of the 12th BRICS Parliamentary Forum, scheduled for October 26–27 at Samvidhan Sadan in New Delhi.
The government may take the international parliamentary event into account while finalising the schedule. According to the reports, MPs could receive approximately one week’s notice if a special session is called.
Until an official notification is issued, however, the timing and agenda of any special session remain unconfirmed.
