The 12th BRICS Parliamentary Forum begins on Monday, October 26, at the Central Hall of Samvidhan Sadan in New Delhi. The conference will continue until October 27, with India hosting the event under its 2026 BRICS chairship.
Prime Minister Narendra Modi is scheduled to attend the forum and meet leaders of visiting parliamentary delegations. Lok Sabha Speaker Om Birla will preside over the conference, which brings together parliamentary leaders, lawmakers and other representatives from BRICS member and partner countries.
The main theme is “Strengthening Parliaments for People-Centric Development.” The focus is on how parliaments can work more effectively to improve people’s lives and respond to changing global challenges.
What Will Be Discussed?
The forum will focus on four key areas:
Institutional resilience: How parliaments can strengthen democratic institutions and public trust.
Artificial intelligence and technology: How AI and digital tools can be used responsibly and in ways that benefit people.
Global cooperation: How countries can work together and make international institutions more representative.
Sustainable development: How parliaments can support inclusive growth while protecting the interests of future generations.
The discussions are intended to help participating countries share experiences and learn from one another’s parliamentary practices.
What Is the BRICS Parliamentary Forum?
BRICS is a grouping of countries that works on economic, political and international cooperation. Its parliamentary forum brings lawmakers and parliamentary leaders together to discuss shared challenges and strengthen cooperation between legislatures.
Unlike meetings focused mainly on government officials, this forum gives parliamentarians an opportunity to exchange ideas on lawmaking, institutional development and international relations.
Why Is the Forum Important for India?
India’s role as BRICS chair in 2026 gives it an opportunity to bring partner countries together and promote cooperation on issues that affect their citizens.
Alongside the main sessions, the programme includes bilateral meetings and discussions between parliamentary delegations. A special meeting of the chairs of international affairs committees will also focus on parliamentary diplomacy, training and the exchange of best practices.
The forum concludes on October 27. Its discussions will highlight how parliamentary cooperation can support stronger institutions, technological progress and more inclusive development.
